Shackles and Iron balls

�@The construction of roads and railroads was indispensable for the development of Hokkaido. Prisoners from jails, including felons imprisoned at Subetsubuto, Kabato County, were enlisted for the construction of roads after 1881. Shackles and iron balls were used to keep the prisoners from escaping during the labor and transport.
