Notification of Partial Ban on Salmon Fishing

@At long last, the indigenous people of Hokkaido, the Ainu, were released from "basho-ukeoi-sei" (the system in which the Ainu were forcefully put to work at restricted fishing grounds). However, it had now become quite difficult for the Ainu to continue their traditional way of life with the enforced restrictions on hunting and salmon fishing, a ban on their traditional customs, being prodded into doing farming, and the nationalization of mountains and fields on which the Ainu used to depend for their subsistence.
